I have worked as a university legal officer, board secretary and law educator in the Philippines.

At Biliran Province State University, my work has included contracts, policies and board resolutions, procurement and employment matters, and coordination with public-sector stakeholders.

I have taught Constitutional Law, Election Law and Statutory Construction. My background also includes Philippine legal practice and remote case research and documentation for U.S.-based organisations.

A welcome to our
pioneering JD students.

My message to the first Juris Doctor cohort at Biliran Province State University: why community, organised study and written practice matter in law school.

The message introduces my CASE method—Calibrate, Anchor, Systematize and Execute.

To our University President, Dr. Victor C. Cañezo, Jr.; our Vice Presidents and university officials;

our fellow members of the legal profession;

our pioneering law faculty members; and, most especially, our first batch of Juris Doctor students—welcome to the Biliran Province State University School of Law and Governance.

We welcome you all as we commence the Academic Year 2026-2027.

We thank you for your trust in the legal education that we provide and we promise to deliver it with our quality and top caliber professors – including those who have yet to join our roster of faculty members.

We hope that you remain dedicated and committed to pursuing your dream as a lawyer.

Lawyering is a very exciting career. It humbles you. It helps you grow not just as a person who have personal motivations, but also as a responsible citizen who uphold truth, justice, freedom, love, equality, and peace.

There is no single formula for finishing law school or passing the bar examination, but, as you begin this journey, allow me to share my CASE Method. C-A-S-E.

C – Calibrate yourselves. Know your constraints. Understand your learning style. Clarify your motivations. If you are tired and embarrassed after recitations and examination today, find a reason that will make you return for tomorrow.

A – Anchor yourselves in the community. Mark your ground in the university. Join organizations and teams, be accountable, and assume responsibilities that can make law school more than a private struggle. Organizations can become your survival strategies.

S – Systematize your learning. Build your study habit. Turn scattered learning into an organized thinking.

E – Execute what you have learned into writing. After all the major examinations are written. The Bar examination is a written examination. Practice that moment when your knowledge must become an answer.

When you Calibrate and Anchor yourselves, systematize your learning style, and execute your learning into writing, you will be on the right track.

Governing generative AI
in Philippine legal education.

I’m developing a study of responsibility for AI use in Juris Doctor assessment. It considers academic freedom, differences in law-school resources and possible lessons from Australia.

The planned approach combines doctrinal analysis, policy review and interviews. Fieldwork and findings are not yet available.
